Director of Property Management - Permanent Supportive Housing
Inspirica is one of the largest organizations serving the homeless in Connecticut. We provide emergency shelter, transitional housing, permanent housing and affordable housing to approximately 800 adults and children in lower Fairfield County each year. We further provide critical support services such as children’s services, vocational training, workforce education, job placement, job/housing retention services, and counseling as well as access to health care, substance abuse treatment, mental health care, etc. In addition to being homeless, the people we serve typically suffer from mental illness, substance abuse and/or HIV/AIDS. Many also have severe cognitive impairments, a history of incarceration, little or no work history, and little education. All of our participants live at or below the poverty level.

The Director of Property Management reports to the Chief Operating Officer. Within the framework of certain policies and objectives established by the funders of Inspirica’s facilities, the Director of Property Management is responsible for ensuring the smooth operation of each of these facilities. This includes establishing house rules, conducting unit inspections, tenant selection, preparing lease and other new tenant documents, monitoring compliance with income verification requirements, collecting rents, paying invoices for vendors and other services used by the facilities, supervising a staff of 6 to 8, and ensuring the physical is maintained in safe and clean condition.
Specific job duties include, but are not limited to the following:
The Director will generally work from 8am-4:30pm Monday through Friday. The Director will be managing Inspirica’s facilities at 660 Atlantic Ave (Atlantic Park Apartments) and 1 Ludlow St. (the Colony Apartments), all in Stamford.
Address emergencies (serious weather incidents, equipment breakdowns, physical damage or staffing issues) in the Permanent Supportive Housing Program that cannot be handled remotely
The Director must be familiar with all external requirements for Inspirica’s facilities including those established by law, regulation or our contracts with funding agencies. He/she should establish procedures to ensure compliance with these requirements by his/her staff.
The Director is responsible for establishing and enforcing appropriate policies for the safety and enjoyment of all Supportive Housing Program residents including enforcing lease compliance and compliance with house rules.
The Director is responsible for hiring staff in his/her program and ensuring that they are appropriately trained in their job duties and Inspirica and program policies and procedures.
The Director is responsible for ongoing supervision of his/her staff which should include at least one in person formal meeting per week with each full time staff member and one formal meeting per month with each part time staff member. (For new hires during their 90 day introductory period this should be at least once every two weeks). Informal feedback should be given more frequently.
The Director is responsible for ensuring that the facilities are appropriately staffed.
The Director must ensure that the tenant files are timely and accurately maintained including compliance related documents, current leases and updated income certifications.
The Director is responsible for ensuring that the correct rents are collected from all tenants and residents and properly recorded by the Property Management Company. He/she shall also be responsible for following up on late payments and, if necessary, issuing violation notices/pursuing eviction for non-payment of rent or other lease violations.
The Director is responsible for coordination with Inspirica case management staff to ensure that they have every opportunity to work with tenants to bring their behavior into compliance with lease and other facility requirements.
The Director is responsible for processing all invoices for the facilities through the Property Manager or Inspirica as required and for ordering supplies and equipment as needed for the building. (Subject to any spending limits and approvals established for each facility)
The Director is responsible for ensuring tenant work orders are communicate to maintenance and to follow up and ensure they were addressed. The Director should conduct unit inspections at least quarterly to ensure tenant units are in satisfactory condition.
The Director is responsible for managing any waitlists for the facilities and for selecting and onboarding new tenants.
BA degree in Business Management, Real Estate, or a related discipline.
At least five years’ experience in real estate, property management, social services, or related work.
Experience supervising staff
Public Housing Manager (PHM) and/or Low Income Housing Tax Credit (LIHTC) certifications.
Strong ability in using MS Office (Outlook, Word, basic Excel)
Outstanding communication and interpersonal skills with the ability to handle difficult situations with tact.
Ability to handle data with confidentiality
Good organizational and time management skills
